ICPRB held a one-day conference on February 16, 2010 to focus on an interstate approach to a regional voluntary carbon trading market in the Mid-Atlantic states and the District of Columbia.

Recognizing the unique situation of the agricultural community and forest land-owners given the uncertain federal legislation on cap-and-trade, one of ICPRB’s goals for the Symposium was to offer attendees as much value as possible by providing a forum for discussion on various approaches to carbon trading.

• Mr. Juzenas reviewed the role of CFTC in regulating the futures and commodities market. He discussed mechanisms in place to regulate these markets and prevent fraud and manipulation. Carbon markets present a unique challenge because they can have a huge impact on consumers and energy providers.
